		<description>seeing these reminded me of new orleans after the levee failure. different generation, but still the result of a government decison-making process. in the case of hiroshima, it was to bring about the end of a war and save the lives of citizen soldiers. in new orleans, it was about saving money.

The reason seems to be:  these are photographs of earthquake
victims. Not atomic attack victims.
